Why Saudi Arabia is positioning itself as the world’s third AI power

The United States and China still set the pace. But Saudi Arabia is building the capital, compute, energy, Arabic models and public-sector demand to make a serious top-three case.

The bold claim is now out in the open: Saudi Arabia wants to become the third-largest AI power after the United States and China. That phrase comes from HUMAIN CEO Tareq Amin, and it should be read as an ambition—not a settled global ranking. Yet the ambition is becoming credible because the Kingdom is building the full stack at once: compute, capital, models, talent, energy and demand.

Most countries are still writing AI strategies. Saudi Arabia is trying to turn one into national infrastructure. The difference is important. A strategy says where to go; infrastructure makes the destination possible.

1. The government is acting like AI is infrastructure

The most encouraging thing about Saudi’s AI push is its coherence. The government is not treating AI as a small innovation grant or a procurement line item. It is connecting data policy, cloud capacity, digital government, education and industrial transformation under Vision 2030 and the National Strategy for Data & AI.

That creates a powerful flywheel: public services become early customers, local data becomes useful training context, national infrastructure reduces dependency, and local companies get real environments in which to deploy. For businesses, government focus also reduces the distance between a pilot and a production use case.

2. HUMAIN gives the strategy a single operating vehicle

Launched by the Public Investment Fund in May 2025, HUMAIN is designed to work across the AI value chain—not just to buy applications. Its brief covers next-generation data centres, high-performance infrastructure and cloud, advanced models and transformative AI solutions. That is a serious advantage: the organisation can connect hardware, models and deployment instead of leaving each layer to a different institution.

Its Arabic-first direction matters too. Arabic is spoken by more than 400 million people, but global AI products have historically been strongest in English and a handful of other languages. A model built with Arabic language, culture and local workflows in mind can become both national infrastructure and a regional export.

3. Compute is moving from announcement to physical capacity

AI leadership ultimately needs chips, power and cooling. Saudi Arabia has a compelling combination: abundant energy, land for large facilities, a large sovereign investor and a central position between three continents. Saudi Press Agency reports data-centre capacity rising from 68 MW in 2021 to more than 440 MW in 2025, alongside more than 60 data centres and investment above SAR 16 billion.

The Nvidia partnership made the direction tangible: 18,000 advanced chips were announced for a HUMAIN data-centre project, with a planned 500 MW facility. These are not abstract AI ambitions; they are the physical foundations that let companies train, host and run models close to the people and institutions using them.

4. The Kingdom has something the biggest labs need: demand

Healthcare, energy, logistics, finance, smart cities and government services are all large, data-rich operating environments. Saudi Arabia can act as a demanding first customer for AI that works in Arabic, handles sensitive data and performs in the real world—not just in a benchmark.

  • Government services create high-volume, visible use cases where better automation has a direct public benefit.
  • Aramco and other industrial operators can apply AI to energy, maintenance, operations and engineering at exceptional scale.
  • A young, digitally engaged population gives products a large home market before regional expansion.
  • Local hosting and data-sovereignty options make adoption easier for regulated sectors.

The important caveat: power is more than spending

Saudi Arabia still has to prove that capital becomes durable research, globally competitive companies, local talent and products people choose because they are excellent—not only because they are nationally backed. The United States retains the deepest frontier-model ecosystem, while China has extraordinary scale in research, manufacturing and deployment.

That is why “third biggest” should be treated as a direction of travel. Saudi’s real opportunity is to become the world’s most important AI build-out outside the US and China: a sovereign, Arabic-first, energy-rich platform where infrastructure and adoption grow together.

What this means for teams in the Gulf

The practical takeaway is simple: AI in Saudi is moving from experimentation to operating model. Teams should expect more local compute, more Arabic capability, more government-led standards and faster pressure to show measurable outcomes. The winners will be the organisations that start with a real workflow—calls, service requests, claims, appointments, field operations—and build a governed path from pilot to daily use.
